Resolve "profile ids should be idempotent"

- id can now be supplied
- generated id does not depend on either name or description as these can change
- name has to be unique within the parent scope

- Conversion only run once on addition of provider
- Loading of composite skills from provider still needs to be thought out

- rename methods from loadSkills to loadCompositeSkills
- add loadCompositeSkillsOfProvider(name)
