Since this is not done in advance but when constructing the API object, it only slows down all QA requests, including the ones that wouldn't use search at all (which applies to the most requests).

added ice interface to trigger memory search for symbolic scene memory and python script to search the symbolic scene memory

changed sleep duration
removed calls for tree creation and update from skill itself

- every minute the skill memory is queried, if a new skill was executed since the last check, the tree update is triggered
- tested in simulation

moved episodic_memory_tree implementation in seperate class and created a singleton, so updating the tree can be done by other scripts
- also added a seperate python script to update the tree every 60 seconds (will be based on skill events in future)
