Diagnostics sub-unit with battery management

This MR introduces a new sub-unit for general diagnostics. For now, it implements the battery management interface to report stats on battery capacity, power, health and more. It can later be extended to include more diagnostics.

Additionally, in this MR a sensor value specific for a generic battery is defined.
