Module tools/clang+llvm/14.0 broken: archives do not exist (any more)

I will further investigate this. It seems that some of the deb packages on apt.llvm.org are gone. I noticed this because clangd-14 was absent.

The VS code extension for clangd fetches the latest clangd binaries from here: https://github.com/clangd/clangd/releases?page=1

Similar, for general clang + llvm, there is a download page on Github as well https://github.com/llvm/llvm-project/releases/tag/llvmorg-15.0.6

created branch 234-module-tools-clang-llvm-14-0-broken-archives-do-not-exist-any-more to address this issue
