Move OOBB.h from ARCHES repository (ARCHESGraspCandidateProvider) to VisionXPointCloudTools.

The headers are guarded by #if CGAL_FOUND.

The original header is OOBB.hpp. OOBB.h and OOBB.cpp provide compiled definitions for the template.
