ImageToArmem now has a property max. commitFrequency

Allows to set a maximum frequency with which images should be committed to the VisionMemory.

Also includes some changes from before Berlin, needed for the WhatCanYouSeeInMyHand skill.

Tested on real ARMAR-7, no problems.
