@dreher as discussed. This PR adds PCL as a dependency to RobotAPI. At the moment the pipeline in RobotAPI is failing (due to legacy CMake limitations). See also https://git.h2t.iar.kit.edu/sw/armarx/robot-api/-/jobs/69852 which adds apt/pcl as a dependency to RobotAPI.
