armarx/core/armarest: Change requirey Python version to 3.10, cleanup of deprecated modules

Changes the python version of armarest used to 3.10 so that zeroc-ice version 3.7.0 can be used. Also included changes in this request are the deletion of the old/deprecated fluxio and armarest modules and the inclusion of armarx/python3-armarx as a required module for armarx/core/armarest.
