Add documentation for CI/CD engineers or downstream maintainers using Axii Docker images
This docs are dedicated for downstream CI/CD engineers building pipelines using the Axii docker images. This is a first shot with how to locally deploy the Docker images for test purposes (originated from debugging ArmarX pipeline).
We can add the axii ci commands here eventually and other CI-related information.
