Draft: euROBIN Nancy preparations

This merge request collects all changes made for the euROBIN Coopetition in November 2024 in Nancy regarding the REST-API for cooperation with (at least) DLR.

Goals:

  • have an easy file-dump option where everyone can upload files (if they have authentication) as well as download files again, to share information
  • integrate armem to easily upload data from the memory
  • integrate armem to download data into the memory
