datacollector/databuffer: Define hard-coded time deltas for approx_rates in dedicated constants file

The (currently) hard coded time deltas for approx_rates are currently set individually throughout the whole datacollector. Although we still don't know how to determine those value and make them modifiable by the user, we should at least clean up a little bit.
