PointCloudViewer: dis/reconnect issue

If one of the pointcloudproviders (pcp) is shutdown the whole plugin goes into disconnected mode. Also if a pcp that was once selected but not anymore shutdowns the plugin goes into disc. mode.

Also reconnect if the pcps come back online does not work
