Implement evaluate method for LocalTrajectory, Implement TebObstacleManager

Convert LocalTrajectory to a proper class so the evaluate method can be implemented. Let LocalTrajectoryController use evaluate method.

Add TebObstacleManager to add static obstacles for optimization.
