armarx_integration/face_recognition/python_face_recognition_armarx: Fix Python interpreter to Python 3.10

Changes:

• ensuring that Python 3.10 is used instead of Python 3.6 which is incompatible with the python3-armarx package

Note: in the robot_vision_armarx package, we also use Python 3.10.
