deps/spinnaker: Development spinnaker deps update

The installation of the spinnaker dependency was updated to address both practical (no Ubuntu 18.04 version that can be automatically downlaoded is available, previous script did not work with Ubuntu 18.04 on Armar-DE) and potential legal (license) concerns. A manual download of the SDK is now required (only available for registered users at the teledyne webpage) to get the Ubuntu 18.04 compatible SDK version, while all installation steps into the ArmarX workspace are fully automated.

Already contains code to be compatible with Ubuntu 18.04, 20.04, 22.04 and 24.04 and the respective SDK versions for these Ubuntu versions.
